Jennifer Fulton

Program Manager

Jennifer Fulton is the Program Manager at the Suda Institute, where she assists in the implementation of cross-sector best practices to support pregnant women with opioid use disorder. Using SAMHSA guidelines and the Aligning Systems for Health Equity Framework, she facilitates collaboration among health care, social services, public health, and judicial partners to drive systems-level impact.

She brings a strong background in public administration, research, and program management, previously managing statewide government training programs at the UNC School of Government and contributing to strategic planning initiatives in Wake County. Her current work includes overseeing grant deliverables, while contributing to research, evaluation, and grant development.

Jennifer holds a Master of Public Administration from UNC-Chapel Hill and a BA in Political Science and Communication from UNC Charlotte.
